Project Overview

Role: Prime Consultant

M&J Engineering (M&J) has been selected by the Connecticut Municipal Development Authority (CMDA) to provide on-call consulting services supporting redevelopment and transit-oriented development efforts across the state. Under this contract, M&J is pre-qualified to assist with a range of planning and regulatory services that will be assigned as needed. These services include conducting existing conditions assessments to evaluate land use, infrastructure, environmental constraints, and mobility within redevelopment districts. This work will help identify and map development opportunities to guide local and state investment strategies. M&J is also positioned to support zoning build-out analyses that quantify the development potential of key areas based on local regulations, physical constraints, and market viability. These analyses will inform redevelopment strategies and help identify high-impact sites for future growth. Additionally, M&J will assist CMDA and state agencies in advancing district-level permitting approaches designed to streamline approvals for projects that align with local zoning and redevelopment goals. This work aims to reduce regulatory burdens and encourage as-of-right development in designated areas. Where needed, M&J will also support municipalities in drafting zoning regulation updates and Plan of Conservation and Development (POCD) amendments to enable higher-density, mixed-use development aligned with CMDA’s strategic priorities.
