Project Overview

Role: Construction Engineering and Inspection Services

M&J Engineering (M&J) provided construction engineering and inspection services for CTDOT for the rehabilitation of the Devon Bridge (Bridge No. 00327), an 876-foot, 10-span bascule structure that carries Route 1 across the Housatonic River between the Town of Stratford and the City of Milford. The purpose of this project was to upgrade the condition of the bridge to a “State of Good Repair” and improve the long-term safety, reliability, and integrity of the movable bridge. Structural deterioration and wear were prevalent throughout the concrete and steel elements, warranting repairs across the structure.

Rehabilitation of concrete elements such as abutment stems, piers, spandrel arches, counterweight, and prestressed deck units required repairs inclusive of cracks, hollow areas, spalls, and honeycombs. The rehabilitation and/or repair of the structural steel components included the replacement of stringers under the lift span and sidewalk and select repairs to section-loss strengthening members of the floor beams, movable truss, and trunnion towers.

Vehicle and pedestrian traffic were maintained through a three-stage construction plan with a lightweight barrier system maintaining two lanes of traffic and a walkway during construction. In addition, modifications were made to the existing deck with partial and full depth patching, fiberglass sidewalks were incorporated, and a fiberglass grid deck replaced the existing steel grid deck.

Additional repairs involved deck patching, substructure patching, replacement of the waterproof membrane, spot painting, replacement of motors and drive systems, and replacement of water service. As Prime Consultant, M&J led the project team, assuming responsibility for all engineering and inspection services.

This project was recognized with the 2024 CMAA Project Award for Infrastructure Under $30 Million, the 2024 CBC Project Team Awards, Large Transportation, Award of Merit, and the ACEC CT 2025 EEA Merit Award.
