Project Overview

Role: Construction Management and Inspection

M&J Engineering D.P.C. (M&J) provided construction management and inspection services and civil/site construction management for this federally funded, locally administered project, which will follow the New York State Procedures for Locally Administered Federal Aid Projects Manual (PLAFAP).

The Milburn Creek Bridge consists of a set of two approximately 280-foot-long culverts which support Merrick Road. The culverts connect Milburn Pond via Milburn Creek to Baldwin Bay. The culverts required rehabilitation due to cracking and spalling deterioration, including some areas where the reinforcement had been exposed. Construction work involved concrete repairs; riprap replacement; removal of pavement and soil to expose, inspect, and repair the top slab of the structure; application of waterproof membrane; reconstruction of the roadway, curb, sidewalk, and parking lot within the excavation limits of the culvert work; installation of a temporary driveway access to the parking lot; and protection of the adjacent Nassau County facilities building during construction. The project included repairing the culverts interiors, which required driving sheet piles and cofferdams to divert the water to do the repair work.

M&J’s responsibilities included general construction administration; ensuring erosion and sediment control; quality assurance; documentation compilation; scheduling and conducting weekly meetings; preparation of bi-weekly project reports; and monitoring each contractor’s safety program.

The project was delivered ahead of schedule and $400,000 under budget. It has been recognized with the 2023 ACEC Engineering Excellence Platinum Award and the 2023 ASCE Long Island Branch Resilience Award.
