Project Overview

Role: Prime Consultant

M&J Engineering D.P.C. (M&J) is providing applicant concierge and on-call transportation engineering services to support SECOG’s administration of the Local Transportation Capital Improvement Program (LOTCIP) for fiscal years 2026 and 2027. M&J’s role is focused on helping municipal applicants across the region develop, refine, and submit complete and compliant LOTCIP applications.

Working in coordination with SECOG staff, M&J assists applicants by answering program and technical questions, reviewing draft submissions, and helping municipalities assemble required application materials. M&J also provides transportation and traffic engineering guidance to strengthen project narratives, confirm readiness and feasibility, and support SECOG’s design review efforts as projects advance.

SECOG is a regional planning organization and designated Metropolitan Planning Organization (MPO) representing 22 municipalities across 616 square miles and a population of over 280,000, coordinating regional transportation planning through federal and state funding.
