Project Overview

Role: Prime Consultant

M&J Engineering D.P.C. (M&J) is providing Construction Inspection Services for the replacement of the Commerce Drive Bridge over the Rooster River (also known as Ash Creek) at the Fairfield/Bridgeport line. Our team oversees the project to ensure compliance with CTDOT standards and LOTCIP guidelines, safeguard quality, and keep the work on schedule and within budget.

Our services begin with pre-construction support, attending meetings, establishing communication protocols, reviewing plans, and coordinating with utilities to resolve conflicts before demolition begins. During construction, we provide full-time inspection staff to monitor daily activities, site conditions, materials testing, and contractor compliance with plans, permits, and specifications. We facilitate weekly progress meetings with the Town, Design Engineer, and Contractor, preparing and distributing minutes and action items, and track schedules, submittals, RFIs, addenda, and daily logs using Procore or equivalent software.

M&J also reviews contractor payment applications, change order requests, and cost estimates to ensure accuracy and fairness. Key construction activities we monitor include demolition of the existing superstructure, construction of new abutments, wingwalls, retaining walls, and end walls, installation of cofferdams, scour protection, and riprap, placement of prestressed NEXT beams, parapets, and bridge railings, utility relocations, and traffic management during staged construction.

We act as a liaison with municipal officials, business and property owners, utility companies, and community groups to minimize disruptions. Our closeout services include final inspections, review of as-built drawings, verification of test results, and providing CTDOT-required certifications. The replacement of the Commerce Drive Bridge enhances safety, reliability, and connectivity between Fairfield and Bridgeport, with M&J ensuring construction is delivered to the highest standards of quality, coordination, and accountability.
