Project Overview

Role: Project Management Consultant Services (PMC). Design and Construction Oversite

M&J Engineering D.P.C. (M&J) is part of a team delivering project management consultant services for MTA Construction and Development to support administration, supervision, and completion of this design-build project (contract CS00020B).

RK-19A encompasses comprehensive multi-disciplinary repairs, upgrades, improvements, replacements, and new installations for various operating systems and components along the East River Suspended Spans (ERSS) and bridge anchorages at Wards Island (WAN) and Queens (QAN). The scope of work includes:

Structural strengthening of ERSS elements, including concrete and steel repairs addressing deficiencies in stiffening trusses, gusset plates, and floor beams; Retrofitting or replacement of 480 roadway stringers; Orthotropic deck repairs; Vertical realignment and seal replacement for deck expansion joints; Replacement of stringer pins, columns, bracing, roadway joints, and tower brackets/hangers; Replacement of wind pins, anchorage rocker link pins, and tower wind tongue pins; Replacement of existing walkway with a new ADA-compliant Shared Use Path (SUP) at roadway level; Relocation of ERSS electrical and communication utilities; Replacement of ERSS roadway side and median barriers; Structural reinforcement of cable bands; Installation of new main cable dehumidification systems and replacement of existing QAN/WAN cable splay chamber dehumidification equipment; Replacement of the fire standpipe system; Upgrading ERSS roadway median/main cable necklace lighting to LED fixtures; Installation of new roadway weigh-in-motion (WIM) systems; Underdeck overcoat painting of ERSS structures; Replacement of orthotropic deck overlay with MMA protective polymer.

This scope ensures the continued safety, accessibility, and operational integrity of the East River Suspended Spans.

M&J is leading the Project Management Consultant (PMC) team responsible for Design and Construction Oversight of the project. The PMC team’s responsibilities encompass the review and approval of all design units, including RFC drawings, shop drawings, material submittals, and directive drawings—as part of the Design-Build Scope of Work. Our Design Oversight Engineers participate in weekly “Over the Shoulder” design meetings and support the Authority in evaluating innovative solutions proposed by Design-Build designers and DOR.

The Construction Oversight Inspection team monitors DB construction activities and ensures quality control both onsite and at off-site fabrication facilities. Quality oversight includes structural steel work and repairs, installations of Mechanical, Electrical, and ITS systems, lead abatement and disposal, maintenance and protection of traffic (MPT), commissioning and integration services, and coordination with concurrent construction projects and stakeholders.

In addition, the PMC team reviews and comments on CPM schedule updates, chairs review meetings, monitors and updates risk registers, manages change orders, provides engineer’s estimates for additional work, and maintains all project records through the ASITE electronic management system (EMS). The team delivers daily, weekly, and monthly progress reports, conducts regular progress meetings, and keeps accurate as-built records throughout the project lifecycle.
